In January, 2014, the city of Emmett was selected as a recipient for a free technical assistance workshop by Smart Growth America. Approximately $107,000.00 was awarded as a grant from the EPA through Smart Growth for the purpose of paying a consultant to help Emmett implement smart growth practices. As described by the Smart Growth America website, “This program is funded through a grant from the U.S. Environmental Protection Agency’s Office of Sustainable Communities under its Building Blocks for Sustainable Communities Program.” Notification was given to Emmett citizens by including smart growth on the April agenda.
Idaho Smart Growth is the local chapter of Smart Growth America, and they in turn partner with other non-profit groups that promote the same agenda. Smart Growth should be thought of as a concept rather than an organization. Through a variety of mechanisms their ultimate goal is removing humans off private property into high density cities where they live and walk or bike to services, or use some form of mass transportation to get around. Rural living would no longer exist for protection of the environment, thereby creating open space or actually a boundary around further growth.
The Emmett City Council wanted more information on Smart Growth before signing the memorandum of understanding. They only needed to look north to Kootenai County to learn about the problems Smart Growth creates.
In Kootenai County, radical environmental and Smart Growth activists recognized that by hijacking the county’s Comprehensive Plan they could achieve their goals. Comprehensive Plans are touted as a non-regulatory, visionary and benign however they have the power to direct the county government to enact code that will achieve the Comprehensive Plan’s goals. Comprehensive Plans are non-regulatory but they cause regulations to be enacted.
With grants from the radical Bullitt Foundation in Seattle, the Kootenai Environmental Alliance (KEA) was successful in convincing the county commissioners to create a new Kootenai County Comprehensive Plan between 2006 and 2010. KEA board members were appointed to the Planning Commission. In the new Comprehensive Plan the term “develop regulations” appears 197 times. The County Commissioners then hired Kendig Keast Collaborative, a comprehensive planning business from Texas to assist with the new Kootenai County Unified Land Use Code (ULUC) for nearly $400,000.00, money ultimately wasted on a useless code. In Emmett, the consultant would come from Washington D.C. to help them vision Emmett’s new future.
The ULUC was drafted by the consultant who largely ignored public comments. Working with the consultant, KEA successfully incorporated regulations that restructured zoning which jeopardized private property rights, limited private property development, incorporated federal laws into county code, promoted open space by limiting how much of your property you could develop (where “development” included roads and driveways), created thousands of non-conforming parcels, created nearly 200 zones, sub zones and sub-sub zones, implemented or increased fines for non-conformance, violated Idaho statute on private property, and the list goes on. Over $400,000 of taxpayer money was wasted developing this code.
Once the ULUC was released for input, and the citizens learned of its damaging effects on their county, a brave coalition of Kootenai County citizens banded together and formed the Kootenai County Citizens for Property Rights and North West Property Owners Alliance (NWPOA). These rural property owners turned out to the ULUC Public meeting with over 300 people in a room that holds 150. All that was missing were the pitchforks and torches. The Planning Commissioners realized their secret was out and that the property owners would defend their land and their rights. The ULUC was abandoned but not forgotten as the County Commissioners are set to be un-elected on May 20th.
Fortunately, upon learning about Kootenai’s experience the Emmett City Council was wise enough to deny the offer from Smart Growth. As one council member put it, “Why do we need to bring in someone from Washington D.C. to tell us how to run our city?” That is correct. Who knows their own community better than the citizens who live there. Shouldn’t they be the ones to determine what is best for their community? Approximately 50 Emmett citizens attended the council meeting to hear the council’s decision. A round of applause broke out after the truth of smart growth was revealed.
America is under siege. The most unfortunate aspect of this is that smart growth is being forced upon us by the federal government. No money can be obtained unless smart growth practices are put into place. High density cities, moving humans out of rural areas, creating open space that will prohibit growth, and forcing you to walk or bike somewhere are all the mainstays of smart growth. The American Planning Association (APA) was one of the first professional organizations abducted to implement smart growth as they are the cornerstone of Metropolitan Planning Organizations (MPO) and city planners. In Idaho, one just needs to look at Boise being transformed into a human settlement with high rise housing, cramped with businesses, bike lanes, and ongoing pushes for mass transportation and open space. Smart Growth, a partner in crime with the EPA, is just one offender in the scam to change our cities. And it is happening across America, all cities are being transformed into human settlements, private property rights are being demolished, unethical relationships are created between the public and private sector for cronyism, and Americans are being left in the dust. We are being manipulated under the ruse of sustainable development, economic development, urban renewal, comprehensive planning, and a multitude of other synonyms for smart growth to believe this is the gift for our city’s future.
The very essence of the United Nations (UN) Agenda 21 plan is the concept of smart growth. Under the falsehood of climate change and the destruction of the environment being caused by humans, the UN has been spewing forth fear mongering data that humans will be starving and in crisis if global warming is not addressed. The solution is to compact us into high destiny cities to reduce carbon emissions from cars, protect the natural environment by banning our use of it so humans won’t continue to destroy it, redistribute wealth across the globe so everyone has their fair share, take control of all resources so equal distribution is assured, and use businesses, the media, and our education system to indoctrinate us to believe it. Agenda 21 clearly spells out the intent to push humans into high density cities, control the use of resources, and erase sovereignty so the UN can have ultimate global governance. Anyone who doubts this should go to the UN website and search global governance. Our own federal government has inserted sustainable development, aka smart growth, into every piece of legislation. But it is happening around the world, not just in Emmett. All cities are being transformed into the same structure.
But stopping smart growth will not stop this agenda. Emmett has escaped this effort to drag them into smart growth, but they will continue to be attacked through other avenues. The local MPO, COMPASS in Boise, has already included Gem county into long term regional planning and will force transportation corridors that adhere to smart growth practices through their area. The council has a long battle in front of them.
Although there are many Americans who understand and are using their time and energy to educate others on the destruction of our cities, other Americans need to wake up and make the effort to understand the driving force behind this agenda, if it is not too late already.
