In Chapter 6 of Agenda 21, Protecting and Promoting Human Health, emphasis is placed in a variety of areas where humans should be protected. One of the issues addressed is food safety.
6.5. ...that meet basic health needs for clean water, safe food and sanitation;
6.13. Each national Government...Apply methods for the prevention and control of communicable diseases, including water supply and sanitation control, water pollution control, food quality control...and environmentally sound irrigation practices;
The Food and Agriculture Organization (FAO) is a United Nations (UN) organization that promotes food safety. The Codex Alimentarius is the standard the FAO and World Health Organization (WHO-another UN organization) created for international food standards. HR 2751, the FDA Food Safety Modernization Act, is the bill used implement Codex in America.
This bill requires produce growers to run programs to "prevent" contamination, even if it is produce that is not typically affected by contamination such as apples. The cost is often prohibitive to local private growers.
SEC. 418. HAZARD ANALYSIS AND RISK-BASED PREVENTIVE CONTROLS.
...evaluate the hazards that could affect food manufactured, processed, packed, or held by such facility, identify and implement preventive controls to significantly minimize or prevent the occurrence of such hazards and provide assurances that such food is not adulterated...monitor the performance of those controls, and maintain records of this monitoring as a matter of routine practice.
One local example of how this affects agriculture is in the shared Oregon-Idaho onion fields. The reader is encouraged to look at all the other food areas such as the dairy industry and see how our food production is being affected by the UN and Agenda 21.
The EPA also works with the United Nations as well as other countries on this issue through "Work Sharing and Harmonization". You will see the Codex link at the top and a short paragraph on this subject just below that. Our government has placed us international rule rather than American rule.
