Thanks to Tom Dale, previous Nampa mayor, it looks like Nampa is now going to suffer the consequences of another public-private partnership. Prior to his exiting office, Mayor Dale promoted building a new public library in downtown Nampa. The now restructured Nampa Development Corporation, chose the Gardner company, without putting any bids out, to build the library. The Gardner company is responsible for the massive construction going on in downtown Boise.
The Gardner company is actually connected to the United Nations (UN). On the link you will see that it is "LEED" certified. LEED is actually a program of the US Green Building Council, which is a UN NGO. The Gardner company is also responsible for promoting human settlement concepts in their planning such as high density housing, mass transportation, biking & walking to services, all human settlement concepts. Chapter 31 of Agenda 21 calls for: 31.4.b Promote regional cooperative mechanisms to address regional needs for sustainable development. Such regional cooperative mechanisms could be facilitated through public/private partnerships. Now, the Gardner company has decided to take advantage of a convenient escape clause in the contract to back out of finishing the development of retail space that is part of the library complex. In doing so they have apparently made out with some extra money according to the Idaho Press Tribune and Idaho Statesman. So, Nampa citizens are now bearing the cost of another public-private partnership debacle. With the newly restructured Nampa Development Corporation, now managed by only Nampa city council members, hopefully future projects will not be mismanaged and more accountability to the taxpayers will be accomplished. And, let's hope there will be no more deals made with the UN connected Gardner company. Let's hope Mayor Henry will support local Idaho businesses for future developments.
